Leo Garcia Venegas is a 26-year-old U.S. citizen who has who has been detained by ICE 3 separate times, all under a year. Venegas was born in Florida. He currently works in construction in Alabama. The first incident was in a May 2025 raid in Foley where agents tackled him despite his REAL ID and again weeks later at a Fairhope site. Most recently was on May 2, 2026, at his Silverhill home. Each time, officers ignored his identification, handcuffing him for periods ranging from 18 minutes to over an hour, leaving him with lasting anxiety and time off work. He is now suing the federal government. Venegas argues these warrantless actions violate his Fourth Amendment rights and reflect policies targeting Latino workers without reasonable suspicion. A federal judge is set to rule on whether his lawsuit can proceed.
