Can the FPGEC Attestation form and certified passport copy be completed with a local notary or U.S. consulate outside the U.S., or has anyone faced issues because it was not done in the U.S.?

I’m applying for FPGEC/FPGEE after receiving the required TOEFL score. I graduated from pharmacy school in Turkey, but I was a transfer student from another country.
I have a few questions:
For ECE/NABP, did anyone who transferred universities have to submit official sealed transcripts from the first university as well, or was the final university transcript enough?
If the first university transcript was required, did it have to be sealed and sent directly by the first university, or could you send a sealed envelope yourself?
