As /u/Timely-Volume-7582 suggested, I stripped the whatever it was, sanded to the bare wood and then applied a finish. Now I am left with these spots, 2 are lighter, one is large and seems to have a black center (I guess that might be water-damage?)

For the water damage I found that I might sand it again, then apply oxalic acid and refinish. But I fear that might create more of the lighter spots, which I also want to get rid of.

Any advice on how to proceed?

EDIT: I added some pictures in the comments. Overnight the finish (glossy yacht varnish) has dried and it now looks horrible! Some spots are glossy, some are entirely dull. With the lighter spots and commenters suggesting that it might still be veneer, I am starting to doubt if I can salvage this project.

Old cabinet - top layer peeled off (for the most part) how do I fix this?

I just picked up this cabinet that was modified to hold a sink. I would like to restore it (with the sink) and put it back in operation. But I have never taken on a project like this. The top layer around the sink as obviously suffered some water damage and the top layer was damaged. Most of it has been scratched off at the top, some if it has been sanded down.

How do I restore this? Would the top layer have been varnish? Or Shellac ? Wax maybe? If I want to restore the sink the top will need to be waterproofed a bit better, what new finishing would be best?
