Plumbing practices

Our sewer line is blocked and the plumber who finally showed up (a struggle worth its own post) said they always just pump the contents into the yard.

We are opting for not that because... We don't want raw sewage in our yard, which is why we called a professional.

Is this really normal for Springfield? Previous property, sewer guys used a truck to pump out the "muck". I have difficulty believing it's locally okay to dump sewage in the yard.

Edit: We aren't on a septic system. We're also pretty sure tree roots are at least contributing to the problem.
