What’s with people walking their parrots around Plymouth?

I swear I have seen people walking their massive flipping parrots in the wild at least 3 times this year.
One a red parrot walking around Burrator reservoir, once someone camped with their massive fucking blue parrot in what I can only describe as a camping cage at some other place in Dartmoor and today another red parrot in Plymbridge woods.

Is this just something people do around here??? Is this some sort of pirate legacy thing?
