Confused about Traction Law

Hi folks, I am making my way East through Colorado next week and saw that as of last year, in a FWD car like mine, I need to have chains across the I-70 throughout the month of May.

I do own chains, but almost never drive in places that require them. After reading on the state's website I'm not understanding if they're expected to actually be installed, or if I just need to have them in my vehicle in the event a Chain Law is declared. Can anybody clear that up for a confused traveler?
