Does in 3rd sem can we go out from the campus after any lecture or in lunch without application and all. Or we need to attend whole lectures or just miss the whole day.

I've taken a flat in Patel Nagar. Will the bus fee still be mandatory even though I live nearby? Is there any way to get a waiver or opt out of the bus fee?
