Any VOIP services that allow for sign up with web? Tried textnow and it tried to get me to scan a qr code

If I have been being RATted for a while and I had 20k of crypto stolen from me from the RATters as well, would the IC3 respond or actively investigate this case? I know some of the RATters personally and the ones I don't have uploaded pictures of themselves on the Internet. Everyone involved is in the US so no jurisdiction issues
