Work withholding payment for 4 montns

Edit: per the contract: "Your employment will be governed by the laws of Delaware state US"

My partner (27m) has been working with this company ["Company" from now on] as a developer since December 2025. Company is an international company, based in Africa, which is not where we live (Location: Israel), and my partner's salary is paid in dollars, which isn't our country's currency.

On the end of January 2026, he received his last payment as of today, for the month of January as per the contract - contract says about salary parent "During the last week of each month, and no later than the 30th".

The following month, he did not receive his payment for February, and has not receive any money as of yet.

During these 4 months, he has been reaching out almost daily to both his boss and HR, with very little answers. There were all sorts of "reasons" - mainly the company has hired a new accountant and my partner's boss (CTO) had to take the CEO's duties as well, as said person has been away from work.

About two months ago, my partner managed to get his boss on a call after many times Boss has promised to call and didn't. On this call, Boss explained about the aforementioned "reasons" why payment was withheld, and promised the money will come in soon (a timeframe which we do not remember), and it did not, of course.

This has been going on until this week, when my partner finally broke and sent Boss a series of stern messages, and finally received a reply, saying the money will be sent in the next two weeks.

We are a young couple, currently "surfing" between my partner's parents' place, and my dad's, and we want to move out, and the money being withheld is stopping us from doing so.

My mum suggested that we should be asking for some sort of compensation in the form of interest, as we could've invested the money, and when my partner asked Boss about it, Boss straight up just said no. This conversation is the screenshots attached above.

I'm looking for advice and what to do moving forward, what _can_ we do? Should we just give up about the interest? Did we do anything wrong here?

Need a subreddit to ask questions about a situation at work

My partner has troubles with his work regarding withheld payments. Any legal advice subreddit would be helpful (r/legaladvice is irrelevant due to our location being in Asia), or any sub with advice for work problems.
