What is on these tiles? I can't clean it off.

We have had a really poor experience with a tile on a bathroom renovation. These are tiles that actually were replaced because the margins were completely out of whack. They're not entirely perfect now, but I am also wondering what are the smudges on the tiles? They are porcelain tiles and I cannot clean the smudges off. They have left a mess with grout in lots of other places, but I was able to get that off with a lot of elbow grease. Is this an adhesive?
Does anyone know how I can clean this off?
