xgmobile 3070 stuck on 80-90 watts

I've been a happy owner of the RTX 3070 Laptop XG Mobile for about a year now. It’s a great piece of hardware, but recently I've noticed a strange issue regarding its power consumption.
From what I’ve seen in various YouTube reviews and posts from other XG Mobile owners, these units usually run at much higher wattages under load—typically hitting their maximum supported limit, which is around 115W to 150W depending on the dynamic boost.
Out of curiosity, I downloaded MSI Afterburner to monitor my performance while playing demanding games (like Forza Horizon 5 / heavy titles). I noticed that my GPU is only drawing about 86–90 Watts maximum. At the same time, my temperatures are hovering around 86°C–87°C.
It seems like my card has been running underpowered and underperforming for quite some time now, without utilizing its full capacity.
My question is: Does anyone know why this might be happening? Is it a known Armoury Crate / power profile bug, or could the high temps (86-87°C) be triggering thermal throttling that forces the wattage down?
