Internal Moves - Notice period

I have been successful in securing a promotion via CS jobs (open and fair recruitment for a permanent position not EOI) within the same department (MHCLG).

I have informed my line manager who has said for business need I may not be released for 6-8 weeks or more.

Does anyone have knowledge of if there is a limit to how long they can keep you? I feel like it is not fair to not allow me to start a promotion within 4 weeks as they are holding me back from earning more money indefinitely but cannot find any policy on this in the handbook.

Recently, one of my team members was released after less than 2 weeks and one left immediately for a new role (both were level transfers). But I have been told that this has impacted team resourcing which means I can't be released which just feels wrong!

Grateful for any specific advice people may have on this.

Maternity Pay

I have been in the Civil Service for over 5 years now, over 4 years in the same department. I am a HEO and currently 6 months pregnant so am entitiled to 6 months full pay at my department.

I have been offered an SEO role to start when I will be approximately 2 months away from going on maternity leave which there is no issue with on either side.

But HR have informed me that I will only get my old HEO salary whilst on maternity leave due to the "qualifying period". Can anyone clarify the accuracy of this? The policy only refers to full pay with no qualifying period as I believe this is used to calculate the first 6 weeks of SMP which is irrelevant as I will be getting full pay during that time.

Surely they can't start paying me SEO salary for two months and then drop me back down to HEO for six months and then put me back on an SEO payscale after?!?
