Cis closed off on which call number/merit percentage in ned?

i want to ask that my current career goal is freelancing, flexibility in job, and remort jobs and at the moment im interested in software development but i also feel that as i study further i might get interestd in other computer fields or other jobs related to the field, then which progarm should i pursue in NED that would allow me maximum flexibility. Should i choose SE or CIS or BCIT.
