Did Reman create the Amulet of Kings?

Obviously not really, since we have references to the Amulet of Kings way before Reman's time. But according to Narina Carvain in TES4:

In fact, he instituted the rites of becoming an Emperor, which included the construction of the Amulet of Kings.

So someone who is quite wealthy, well educated, and an expert on Akaviri history (which ties closely to Reman) presents this theory as a matter of fact.

I don't think this is true, but I haven't seen any references to this alternative idea before, so I thought it would be interesting to bring up.
