UCD Transfer

First time posting here so please redirect me if I’m asking in the wrong subreddit.
I’m a non-EU/EEA looking to transfer to UCD this Fall. For context, I have already finished 3 years of college at a rather reputable state university in Washington D.C. My major is in International Relations & Affairs and I’m open to any Humanities & Sustainability majors.
My question is the application—do I apply as a first-time undergraduate, and declare credits to be assessed by the university—or is there a separate transfer system that I can apply to (I have been emailing admissions & browse the website, but the system is a bit different from American higher education).
I also wonder if transfer students in their final year would be required to pay the same tuition fees as other first-year non-EU/EEA, or is there a reduced rate applied to transfer students?
