14 inches long, 4.5 inches tall and 3/8 inches thick. Any idea what these are used for? Assuming it's a bumper/cover of sorts but I've never seen them on any of the docks. (First post here so I hope I got the post format correct 😬)

Any idea what these are used for? Found in a lake about 40 yards from a boat ramp. Assuming it's a bumper/cover of sorts but I've never seen them on any of the docks.
