Where does the “one hand out of bounds” rule come from?

As you know, “A Skater is Out of Bounds when part of the Skater's body or equipment is touching the floor beyond the track boundary. One arm or hand touching the floor beyond the track boundary does not render a Skater out of bounds.”

Does anyone know where this rule originated?

It seems pretty dangerous as it encourages falling on one hand and it also encourages jammers to stay on the ground longer.

If anyone has the history on this I’d appreciate it!
