Is my RWA targeting me for asking questions? (Gurugram)
I genuinely don’t know whether I’m overthinking this or whether this is as bizarre as it feels.
I’ve been living in the same apartment in a gated society in Gurugram since 2021. My tenancy has now been renewed through 2026. When I first moved in, my landlord completed the mandatory tenant police verification and all the required documents were submitted to the society.
For the last five years, there has never been any issue regarding my tenancy or police verification.
For a long time now, I’ve been paying electricity charges that have always seemed unusually high. I continued paying them because I had no way of verifying whether the billing was correct. Recently, I finally decided to question the charges and requested that the society get the electricity meter and billing for my apartment checked. I wasn’t refusing to pay—I simply wanted transparency and wanted to ensure that I wasn’t being overcharged.
Soon after raising this issue, I received an email from the Estate Manager’s official email ID asking me to submit a fresh police verification, with the local SHO copied on the email.
The timing immediately struck me as odd.
I started looking into the legal position. Tenant verification is mandatory in Gurugram, but I couldn’t find any law or Haryana Police notification stating that the same tenant must undergo fresh police verification simply because the tenancy has been renewed.
I then spoke to other tenants in the society whose leases had also been renewed.
Not a single one of them had been asked to submit fresh police verification.
This isn’t the first time I’ve found myself on the receiving end of questionable action from the society.
Last year, I was issued a notice accusing me of feeding stray dogs and misusing the society premises. Both allegations were completely false. I replied in writing denying the allegations and requested that they share any evidence they had, especially considering the number of CCTV cameras installed across the society. No evidence was ever provided, and the matter simply went quiet.
Things became even stranger after I received this latest email.
I called the Estate Manager because the email had been sent from his official email ID.
He told me that he had not sent the email.
I honestly didn’t know what to make of that.
If he didn’t send it, who did? If he did, why deny it?
I then tried reaching members of the RWA for clarification through calls and messages. No one has responded.
Adding to all this, the RWA has a reputation among residents for adopting heavy-handed tactics. I’ve personally seen vehicles being immobilised by locking their tyres, and I’ve heard multiple residents recount instances where bouncers were allegedly sent to residents’ homes during disputes. Whether every story is true or not, it has created an environment where many people hesitate to question the management.
So this is where I stand today:
- I’ve been living in the same apartment since 2021.
- My police verification was completed in 2021.
- My lease has simply been renewed until 2026.
- I questioned electricity charges that I’ve been paying for a long time and requested that my meter and billing be checked.
- Soon afterwards, I was asked to submit fresh police verification.
- No other tenant I’ve spoken to has received the same demand.
- The Estate Manager says he didn’t send the email that came from his own official email account.
- The RWA isn’t responding to my calls or messages.
I have absolutely no problem complying with any lawful requirement. If there’s a rule requiring fresh police verification, I’ll do it. But I’d expect the rule to apply equally to everyone and for someone to be able to point me to the legal basis for it.
At this point, I genuinely feel like I’m being singled out simply because I asked questions about charges I’ve been paying for years.
Has anyone else in Gurugram dealt with something similar? Is there any legal requirement for fresh tenant police verification every time an existing lease is renewed, or does this sound like selective enforcement?
