Offer letter for a paused project

My friend received an offer letter for a paused project today. Though he has completed the onboarding and it's showing now under his contracts with paused status.

The weekly cap is 0 hours so the insightful also just shows the project name. Nothing else.

He is confused if he should still have hopes or this is gone. I had no answers to his question because I also saw such scenario first time. Any idea? Anyone has experienced this?
