Younger sibling (F14) won’t stop stealing from me and family members, want her in legal trouble.

Location: West Virginia, Raleigh
I’m currently searching for ways to get my sister into legal trouble. Yes I know that sounds horrible, but we’ve tried everything to get her to fix her behavior and the stealing is getting out of hand. I think it’d be worlds better for her to go to juvy than somewhere down the life she be arrested and sentenced to actual jail/prison. She has stolen so much money and items from us I couldn’t even begin to count up how much. I’m done. I’m so sick of it and I want her to ATLEAST speak to an officer. She’s been to therapy, taken medication, been disciplined in every way you could imagine (gentle parenting, grounded, etc.) NOTHING is working. This has to stop or I fear she’s going to get in even more SERIOUS trouble when she gets older. Shes actually already spoken to officers before about her behavior, even that hasn’t changed anything. She was actually supposed to be charged with a felony (making jokes about schools and weapons) but for some reason they let it slide. I absolutely want someone more authoritative involved. My question is, how can I do that? Do i need prove of the theft? How do i provide it? What can i do to get her to learn a lesson before she’s actually locked away for life? Any advice is welcome. Except people saying to leave her be of course, the stealing is only getting worse and more frequent, it’s now or never. Thank you!

I wanted to ask if this has happened to anyone else? If this was normal? Cool? Awesome sauce? It’s the cutest sweetest baby ever and it comes right up to us. It did as soon as it was able to walk! That baffled me because oh my goodness sweet thang how do you know we are friendly 😭🩷 Her mama is also super sweet but I’ve personally never pet her, our horses started as riding horses maybe 30-40 years ago before they bought a miniature as a joke for my grandma which eventually bred into all miniature horses so now they are too teeny to ride but still just as cute. My bad for the rant! but i think this bat colt being super friendly off rip is so cool yet so strange and wondered if this has ever happened to anyone else!!
