Is it really only women who can become witches, or it that just what the Majiks decided for humanity?

I realized something after rereading a couple of the earlier chapters. If only women are able to acquire Majiks, then why is Ichi able to acquire majiks other than Uroro? Ichi has been able to acquire more majiks despite being a man, even though it was just Uroro's trial specifically that stated that only men could acquire him. He shouldn't be able to acquire anymore, right?

So it has me thinking, can men really not use magic? Or have the majiks just decided for humanity that women can only acquire them?

Idk just something to keep in mind
