Jefferson and Marshall weird intersection

I’m new-ish here, so I apologize if this has been raised before. I just want to know whom I should contact to have this corrected, or at least, ensure proper signage is available.

At the intersection of Jefferson Avenue, East Marshall Street, and N 21st Street, there's a dangerous design flaw worth noting. N 21st Street feeds directly into Jefferson Avenue, while East Marshall Street runs nearly parallel alongside it. When the light turns green for drivers traveling east-west on East Marshall Street, the WALK signal simultaneously activates for pedestrians crossing Jefferson Avenue north-south.

The problem lies in what happens next. Drivers on East Marshall Street have two options: continue straight heading east, or veer slightly left onto Jefferson Avenue — directly into the crosswalk where pedestrians are already given the signal to walk. This split has put my senior dogs and me in danger on multiple occasions, as drivers making that left turn onto Jefferson Avenue don't always yield to pedestrians who have the right of way.

Is there a way for the city to correct this? It seems kind of dangerous for the pedestrian, especially in light of the deaths we had the last few months.
