Does the pond at the Chinese Garden always look like this? (Pics attached)

Hi!

I visited the Chinese Garden the other day, and as you can see in the photos, the water is very green, and you can barely see the fish or turtles. I know that green water is normal in ponds specially during summer sunny days, but does the water always look like this, or has it gotten worse recently? I am concerned for the fish and turtles.
