How exactly does Minecraft apply the Conduit Power effect once all the conditions are met?
I've noticed that the effect doesn't apply instantly once the player is in water. Is there some timer? For instance, it could be the case that there is an attempt to apply the effect every N ticks. N would be the number I'd like to find.
