okay so who though it was a good idea to make Ryu close to impossible to kill while he's in ult?

It's a bad thing for a fighting game to make someone near invincible. I have the same issue with Hakari Jackpot I get it it's lore accurate but it's a shitty mechanic for in a fighting game, every other ult doesn't have this issue you just get extra health.

what is the point of a ranked ELO system if I get put with someone with 40 ELO while I have 9?

in the ranking thing it legit says "ELO matchmaking" but I guess 40 turned into the same as 9
