Which shelf is the best item/space wise, meaning which one can hold the most items for its footprint size?

So I'm noticing that when a thief leaves my market the security employee waits like 5ish seconds before going after them. they are also low level, so the question is will an anti theft door 'notify' them and they will move faster or is this reaction time just something that will decrease as they level up?
