Please HELP with my lemon tree.

It has amazing new growth but severe yellowing and darkening on the back of leaves especially for older leaves. Some leaves have dark black marks that can be scraped off, but there is darkening that is engrained on the backs of leaves with some chlorosis. I have had spider mite issues before. What is wrong with my tree?

What are these black dots appearing on the leaves of my two lemon trees?

I have had both trees for respectively 4 to 6 years. They are outside, receive generous sunlight, and twice a week watering. The black dots are a new problem; could they be scale?
