Yes, they haven't achieved the level of success to be in the top 15.

The only thing that might change on this list is Jugram and Ichigo's place.

My opinion: Due to changes in the anime, Jugram is somewhat weaker before the Auswahlen. Before Muken, Zaraki attacked Royd directly without considering Jugram. After Muken, he broke his chains and unleashed his limited power. After cloning himself, Gremmy became strong enough to damage Base Zaraki and lost to Shikai Zaraki. Although not in the anime, Jugram is seen panicking during Gremmy's meteor scene. There's a claim that Gremmy is the strongest Sternritter, and if I'm not mistaken, this is confirmed in the novel. Therefore, Gremmy should be superior to all Quincy before the Auswahlen.

Ghazem defeated Sisco in episode 26. Although he later gained 1 point from Xhaka, I'm not sure if that surpassed Ghazem. At the end of episode 28, Red Eye and Ghazem faced off. After a powerful attack, Garuda was taken out of the arena. The important detail here is that Garuda didn't take a burst. Cuza, whom I didn't include in the list, didn't have much success.

I also considered Sisco on his own merits. That is, I didn't include the form in which he used Valkyrie's frame.

Although Red Eye and Lui weren't in the tag team tournament, their feud began at the end of episode 35. I also included episode 37 to allow for a comparison between Free and Lui.
