If you know your partner (and your opponents) will play for a set on an 11 bids, and score/bags are not a big concern, should you keep the table at 11 bids even if you could bid higher?

I found two examples. WWYB? Game to 250.

My partner bid last and bid 3 in this situation. Would you bid something different?

Game to 500. The score is 488 - 369.

Edit: For anyone wonder, my partner is holding:

J diamonds
QT96 clubs
KJT52 hearts

False signal.

My partner nil got set because my partner give me fake signal that her club is void. So i trump with the As to avoid bags. (See the 4th picture).
Or maybe i make a mistake here.

Being "teach a lesson" for trying to set on 11 table.

Here, I play the 9s, and my partner clearly has a chance to set them (or at least a 25% chance from North's perspective), but he chooses to duck the trick. After this hand, he continuously blames me for taking a bag.

Then he decided to "teach me a lesson" by bidding 13 every hand. Honestly, I've encountered this kind of behavior before, but this is the first time I've had a partner behave like this.

I don't know, is trying to set a bad move?
