I accidentally deconstructed my nurse's kneepads, thinking I had got another pair. I was wrong. Once you get them, do they go to the general lot pool?

Hello all, fairly new to Division 2 and was curious what the white symbol to the right of the attributes is. I know that when you manufacture a time, it gives you a little screwdriver-and-wrench icon, but I have no clue what this one means.
