Early game: D Class and scientists try to survive by running away and hiding, pretty fun stage, guards don't really have a clear goal but it's still fun to try to stay alive as them.

Mid game: MTF or Chaos initially spawns, enters the facility to escort the corresponding class out while killing the rest, still some incentive to stay alive at this point to help your team.

Late game: MTF and Chaos keep spawning, just mindlessly running into the facility shooting everything, dying, and then respawning over and over. There's no real plan at this point other than to hope your team is the last one to respawn after nuke.

Seems like the devs are focusing on improving Early game even though that's the best part of the game currently
