Need a loan of about 2.7 million to buy a liquor store, can’t do SBA because of the new rule , US citizens only. Any advice on how to get this loan?

Looking for venture capital in Europe , I’m not sure where to go , I was hoping perhaps getting some advice on that.
It’s a pan-European digital infrastructure to auction wine & spirits, we created the supply with collaborators on every country of the European Union, we need the demand, marketing Euros , have the deck, have the marketing agencies, the business plan runs until to 2030, all goals , metrics needs to be achieved by the last quarter of 2030.
