A simple project on a plot

My friend owns a three-katha plot of land in Ramnagri, Patna, Bihar, about one kilometer inside from the main road. Instead of using it for commercial purposes, he wants to dedicate it to a social cause by building an affordable hostel for talented but economically disadvantaged students from his community.
The idea is to provide a safe and low-cost place where students can stay while attending college, coaching institutes, or preparing for competitive examinations such as UPSC, BPSC, SSC, banking, and other entrance exams. The hostel would charge only enough to cover the building's maintenance and operating costs, rather than generate a profit.
His current plan is to construct a four-storey building with five 2-BHK units on each floor, along with a terrace. However, this project is still about seven to eight years away, as he plans to begin it after he is financially settled. The land itself is ancestral property that his family acquired during the Partition.
I wanted to ask for suggestions on how he could connect with members of our community across Bihar once the project is ready. Are there any organizations, community groups, educational trusts, alumni networks, or other platforms that could help identify deserving students and manage admissions fairly? The goal is to ensure that the hostel benefits those who genuinely need it while remaining sustainable over the long term.
