Looking for advice/help with high-mids-lows with a dull, blue grey

I’ve been trying to tackle this not so miniature mini for a D&D boss. I was aiming for the 60/30/10 ratio with my colors but I’m really struggling with the massive amount of stretched, leathery scales on this beast.

This is the second attempt I’ve made and I settled on a dull, blue grey. However, I’m struggling to maintain a good contrast with the turquoise and the mauve colors.

I did go over it with a light grey dry brush after attempting to build up some light grey highlights

I’m leaning towards a grey base coat and starting over. I kinda feel stuck with this one and I haven’t found a result I’m happy with.

I’m new to the hobby and this is my first attempt at painting a mini

It’s from “THE ARMY PAINTER: FANATIC STARTER PAINT SET”

Sorry for the blurry/bad photos; it’s definitely a skill that I lack

I wasn’t sure what order to perform certain steps so I pretty much primed it black with a white zenithal (but it didn’t do much once the acrylic paint was put on) and did the base coats and a small attempt at edge highlighting with the gold trim on the armor.
I’d definitely love to incorporate some dry brushing to give some volume to the cloth pieces, plume, and chainmail but I wasn’t sure of how to attack it in such a small area.
I’d really appreciate some constructive criticism, tips, and suggestions on how to improve going forward.

I’d like to try layering, dry rushing and highlighting very soon and maybe glazing eventually
