Interior glare problem

I have a 2013 Maserati GranTurismo, and the top of dashboard surface has become slightly sticky/tacky to the touch. It also reflects a lot of sunlight onto the windshield, much more than I would expect from the original dashboard finish.

I tried thoroughly cleaning it with warm water and a mild interior cleaner, but it made absolutely no difference. The surface is still slightly sticky and very reflective.

Does anyone know what material/coating the upper dashboard is made of on these cars? Is this a common issue with the soft-touch coating or surface deteriorating with age?

More importantly, has anyone successfully fixed this? I’m looking for a way to restore the original low-gloss/matte finish without damaging the dashboard. I definitely don’t want to make it shinier or use something that could permanently damage the surface.

Any advice or experience with this issue would be greatly appreciated.
