Why can’t I get tier 3 skill sets when I got tier 3 fittings. Am I doing something wrong

I’m the player on the left. I’ve got lvl 3 fitting, platinum coach and lvl 30 (few stats on 70/70), yet I can’t seem to get any stats at 90+, while my opponents has several stats on 90+.
Is it a bug or are some of my stats at 90+ but it’s just a bug? When I look at the fittings, I see the bonus it gives, but normally I don’t
