Medical Consent and Reasoning Standards

So most people in the decision-making capacity field say in a paper that the legal standards for informed consent in the context of medical care requires reasoning, the ability to weigh pros and cons and such. Is this actually a legal requirement? I can only find it in the statutes of two states.

Is there a reasoning standard for sexual consent?

The APA/ABA (bar association and psych association) collaboration on consent laws in aging populations say that reasoning is a requirement to consent--you have to be able to weigh the pros and cons of the activity. I can't see anything in actual case law or statutory law that says this. Is it true, or false? I don't know how the ABA could've made a mistake like that if it's false.
