I've heard there is supposed to be a box where you are allowed to choose a lvl 7 vehicle component of your choice. I can't find it anywhere in the shop? How to find and what is the price?

I have 4 orange plugins, stared up to 1* on my main tanks. Only have purple on the other tanks. Should I start crafting orange plugins for my other tanks as well? Orange should I craft the plugins needed to star up my main tank?
