You know how when a foreign word ends in a non-N consonant, a vowel is added to make it a full writable katakana letter / full pronounceable syllable...

Hiro often does that in the middle of sentences ("Kazakustan") and the HUH thing at the end is just a less jarring way of doing it. However, I have no idea why he does any of that at all (maybe it's way for westerners to acclimate to the Japanese system?)
