Talaria front headset frame u

A genuine question, am I tweaking cause on all the pics I have seen on talaria frames I have seen a top metal piece and mine did not come with that what am I missing I have a x3 pro like does that look normal to yall

Ok so I took my whole front off my talaria and like the forks and everything and the handle bar and forks and greased it up then put it back on and now the when ever I ride the steering feels sooo loose like it’s not right
