Powder brow fail?

After years of suffering from trichotillomania (picking at my eyebrows) and a ton of insecurity about my brows, I finally decided to make the investment in PMU. I did a ton of research on salons/best practices and found a place that got good ratings and specifically mentioned trich on their website. I went for a consultation first and we agreed that powder brows would be the best option as I have relatively oily skin around the t-zone.

I went for my first appointment in late May, after which they looked pretty good (I had some reservations, but wanted to see how they healed). I followed aftercare instructions to the letter and they healed pretty quickly-- scabbing started about day 4-5 and lasted about a week, although nothing too intense. After that, I noticed there was literally zero pigment left, but was assured that this was just the ghosting phase and nothing to be concerned about.

However, I'm now on week 6 and I see literally no change from before PMU, apart from some hair regrowth as a result of touching them less. My artist is telling me I'll need to book a touch-up, which will be an additional $150 on top of the $750 I already paid. Is it worth it? Am I getting ripped off? Or am I just not a good candidate for PMU? Help!
