Industrial Engineer Wife can't find anything?

My wife has an undergrad in pure Math, Masters in Industrial Engineering, and an MBA with almost 3 years of experience as a manufacturing process engineer.

She is still living in our old city and applying to jobs in Huntsville where my new job is, but is not getting any responses after months of looking.

I figured with her education and background and how much manufacturing and industry there is here compared to our old city, it would be a breeze to find something eventually but we are getting worried.

She doesn't want to have to fall back on her bartending experience after moving here later this year and risk creating a professional gap in her resume if the job market doesn't change sometime soon.

She's applied to basically every major defense contractor, a handful of government jobs, Mazda/Toyota, Polaris, tons of small defense contractors, 3M Decatur, Nucor Decatur, a few more small manufacturing/metal fabrication facilities, and is beginning to feel like we are running out of options.

What does it take for an engineer with a master's degree to get hired in this city full of engineering firms? I guess a security clearance, but no one wants to sponsor like when I got mine a few years ago.

Any advice or places hiring for industrial/manufacturing engineers, logistics management, statisticians, six sigma optimization, business analysts, etc?
