Are there any consequences to not paying an ambulance bill and letting it go to collections? If it goes into collections, do they come looking for you? Californian here.

I'm doing an alexandre route and I'm trying to get 100%. I'm following the wiki guide but there's a choice that I'm not clear on. I'm currently on Season 1 Ep. 9, is it important that I send the letter to Paris for Hughes and Jean-Baptiste to get 100%? Or is it best that I reject their request?
