Apparently you can form either Austria-Hungary or the Holy Roman Empire as Kingdom of Bohemia (Czechoslovakia)

After becoming Kingdom of Bohemia-Slovakia, a hidden focus pops up and what do ya know, its the Holy Roman Empire.
