Cant figure out this tree growing on the side of a highway. Eastern NC

Working along this highway and noticed this tree. It is the only one I can spot. Google cant seem to match all of its characteristics.

Help diagnose 3/17 of my tomato plants?

For context, I have 17 tomato plants in these 2 4x8 beds (Eastern NC). 9 in one and 7 in the other. I am aware that they are a bit crowded, but they are all thriving except for one 3 plant section. I water them with drip irrigation every 2-3 days (depending on heat and rain, NC has been a little crazy this year), and have an in-line fertilizer in the irrigation system that fertilizes every watering with jacks water soluble vegetable growth fertilizer.

The tomato plants effected are 2x juliet and 1x big beef plus tomato plants. One strange thing is that they are permanently wilted even when there is no sun out. Im used to some leaf sag and wilt mid day, but it seems like a much bigger problem when they dont recover. What is even stranger is that directly beside the effected plants are the exact same breeds (planted at the same time from transplant) that are thriving.

Im not sure what is causing this issue, but due to the nature of the location of the issue, it seems to be something with my bed/soil/sun that im missing. Ive even given these 3 tomatoes extra water manually to see if it is a drainage issue/low water, but it didnt help. The side of the bed that those tomatoes are on does get strong full afternoon sun, where as my garden is usually blocked from direct morning sun due to shade areas beyond my control.

If anyone has any ideas on what could be causing this issue, id be eager to learn. If these plants die off or stop producing it will be fine, as we have many more of these varieties doing well right beside them.
