So the sanitation workers left this mess in the middle of the street when a bag from the bin fell out and smashed. They frequently leave refuse in the street, bins in the street, going fast as hell to make their rounds

This should be an utter delight with the 100°F heat forecast the next few days

Not that it would matter, but out of curiosity, who do I complain to at HQ? Public Works?
