New SSD not detecting tried almost everything

Lenovo X1 carbon gen 9 Intel 11th gen i7-1185G7

I got a new Western Digital / Sandisk WD_Black SN7100 1TB and I cloned the disk using first Acronis then Macrium with same issues. Cloned a 512gb WD SSD that works with Windows 11 Pro.

During windows install it will not detect the ssd. The ssd works since I used a USB-c enclosure to clone plus it was detectable and firmware updated with the Sandisk dashboard.
I have downloaded the Lenovo storage drivers, I have extracted drivers, I have used Intel RST extracted drivers, I have used almost all Lenovo drivers I could find and various Intel RST versions from Gen 9 processors to Gen 15, all to the same result. During Windows install the ssd is not detected and I cannot proceed.
I have also changed various BIOS settings, unfortunately I cannot find a way to turn Off VMD as that’s not an option in the Bios in my laptop.
I have also used both Windows ISO file with Rufus as a bootable USB and the Windows Media Creation Tool, and both lead to the same result.
I just recently found a CMD prompt that allows BootWim edits / install of drivers directly into the Boot wim file but that also does nothing to change detecting the SSD.
I’m not sure what else I can try.
Unfortunately Sandisk/WD does not offer any separate NVME drivers or anything else I can use.
