Is it possible for a hybrid placed under the hall of shame to be resubmitted for part two of the hybrid war if the reason was that it wasn't terrestrial?

Here are some notable examples,:

I will replace the base genome with torvosaurus tanneryi

And i'll remove plateosaurus and parrot dna, then ill replace gorilla dna with chimpanzee to the aggression aggression

I made this hybrid month ago and it went from a few changes.
