I purchased this thinking it was a powder puff but am now unsure. I need to determine if it is tropical before it starts to get cold. Did not flower or fruit, so only have the leaves to go off of. Located in Cincinnati, OH but no guarantee it is native. Thanks!

I picked up this unlabeled tiger bark ficus (?) yesterday at a nice price because it seems to be struggling. I like the trunk and want to get it back into proper health. Most of the bonsai at this nursery were exploding out of their pots and this is no exception. Leaves are also pretty pale yellow.
Should I repot before I fertilize or should I fertilize now while it's already established? I'm afraid that if I don't fertilize before the repot, it will try to grow more roots and foliage while it's already too low on energy. But am also afraid of burning roots and lack of oxygen if i fertilize now.
Any help would be greatly appreciated. Thanks!
