R32 vs. R45B.. experts chime in

I’m in Montgomery county, PA and my 22 year old Trane 4ton unit (recently
Purchased a house) died. I replaced the capacitor and it’s working again, a tech said the Freon was off and just given the age of the unit id rather replace it sooner than later. Also the heater is from 2015, I know I can get more life out of it but the dude is telling me to replace it later would cost a lot more. See below for the quote received from the first vendor. Good deal?
UPDATE: he modified quote to include a two stage heater for the same price.
